Diario Gol says Arsenal and Tottenham are both interested in signing Kovacic.
Kovacic joined Real Madrid in the summer of 2015 from Inter Milan for £25 million, but he has struggled to hold onto a first-team spot at the Bernabeu.
The Croatia international has attracted interest from Premier League rivals Arsenal and Tottenham.
