The Gunners' head of recruitment Francis Cagigao has been running the rule over the winger.
Arsene Wenger is said to be keen to get a deal done and has instructed Cagigao to meet with Da Cruz's agents Menno Groenveld and Giorgio Boateng.
And it would seem the north London club are pressing ahead with the transfer after a photo emerged this week of Cagigao in discussions with Da Cruz's representatives.
Premier League trio Brighton, Southampton and Swansea have all been linked with the winger.
